Compensation Areas are groups of Zones so on the specified territories can be implemented the principles for governing the network infrastructure as in Commons.
It is important that the Zones that belongs to a Compensation area do have properly delimited geographic boundaries, so when network infraestructure is created and geocodified is assigned to the corresponding Zone & Compensation Area.
